Site Possession and Commencement Meeting for 400-Bed Students’ HostelDr. Hilla Limann Technical University

A significant step forward was taken in the development agenda of Dr. Hilla Limann Technical University (DHLTU) on 24th September, 2025, as key stakeholders gathered for the Site Possession and Project Commencement Meeting for the construction of a 400-bed capacity Students’ Hostel. The project is being financed with the support of the Ghana Tertiary Education Commission (GTEC).

The hostel facility is part of the University’s efforts to address the acute student accommodation deficit on campus, improve student welfare, and provide a conducive environment for academic and social development.

Site Possession

The event commenced with the official handing over of the project site to the Contractor within the University’s campus. Present at the brief but significant ceremony were representatives from the University (Client), FASOTA Limited (Consultant), and FT Global Investment Limited (Contractor).

Leading the delegations were:

  • Prof. Baba Insah, Pro-Vice-Chancellor, DHLTU
  • Mr. Ernest Osei-Owusu, Quantity Surveyor, FASOTA Limited
  • Mr. Sebastian Dakurah, Project Representative, FT Global Investment Limited

As part of the site Possession protocol, the Consultant formally handed over the project drawings to the University Management, who in turn handed them to the Contractor. Prof. Insah commended the preparation efforts and reaffirmed DHLTU’s readiness to fully cooperate with all parties to ensure the smooth execution of the project.

Project Commencement Meeting

Following the site Possession, stakeholders proceeded to the Council Chamber of DHLTU for the Project Commencement Meeting. Ing. Samuel Yelibora, Director of Works and Physical Development at DHLTU, welcomed all parties and expressed appreciation to GTEC for their invaluable support in making the project possible. He emphasized the University’s expectations for timely and quality delivery and invited the Consultant to provide a comprehensive technical overview of the project.

Consultant’s Technical Briefing – By Mr. Ernest Osei-Owusu (FASOTA Limited)

Mr. Osei-Owusu delivered a detailed and structured technical briefing that laid the foundation for expectations, compliance, and collaboration throughout the project. His presentation emphasized critical aspects of contract implementation, as follows:

1. Contractual Commencement Date (project is expected to commence on or before 23rd October 2025)

2. Completion Period (project duration is 18 months, and expected to be completed by 22nd April, 2027).

3. Project Signboards to be installed at visible locations, displaying key information of the project.

4. Submission of Programme of Works for monitory purposes

5. Progress Reporting and interim payment certificate preperation

6. Quarterly Progress Meetings

7. Quality Assurance and Adherence to Specifications

8. Cost Management and Variations

9. Timely Delivery of the project to avoid additional cost

10. Communication and Collaboration among parties to resolve emerging issues

Contractor’s Commitment

In his remarks, Mr. Samuel Dakurah, representing FT Global Investment Limited, assured the University and Consultant of the Contractor’s full preparedness to begin execution and possibility of completion before the stated timelines.

Open Discussions and Stakeholder Commitments

During the open discussion session, Ing. Samuel Yelibora confirmed that DHLTU has adequate facilities for testing construction materials, and encouraged the Contractor to utilize them for quality assurance.

The Vice Chancellor, Ing. Prof. Hamidatu Darimani, who joined the meeting virtually thanked the Consultant for the elaborate presentation and reiterated the critical importance of the hostel to the student population. She said the lack of hostel facilities poses serious challenge to our students and the 400-bed hostel comes as a much-needed solution to an ongoing accommodation crisis. We expect quality delivery, timely completion, and strong collaboration from all parties”. Prof. Darimani also requested the Consultant to propose a schedule for the quarterly project meetings and to share it with all parties promptly.
